On Colin Breed during 2005 fast

Written in 2005, when Colin Breed, MP, was aware Tim Wilmot was fasting,
but did nothing of any use.

Colin Breed, MP, currently representing SE Cornwall,
was Chairman of Caradon District Council's Planning Committee on 03 OCT 88
when Tim Wilmot's application was unaminously approved by 16 votes to nil.

Breed is very proud of being a Methodist Lay Preacher,
and no doubt aware of biblical commandments
not to bear false witness, tell the truth, and behave ethically.

Tim Wilmot alleges that Breed has been
a party to the Caradon District Council cover-up conspiracy since 1990.

When Detective Inspector Draper's Police Report to the CPS upon my allegations was released,
one windfall within was Breed's letter to Caradon
complaining bitterly that a major allegation
had been made about the Chief Planning Officer,
and the executive officers had concealed it from him.

This keeping of Breed in the dark
only makes sense if the officers had something to hide,
and Tim Wilmot thinks Breed is intelligent enough to know that too.

So that places Breed firmly within the cover-up conspiracy.

What is certain is that Breed made no attempt to meet Tim Wilmot,
or answer any very simple questions that he was asked
in a general circular written by Tim Wilmot in the spring of 1991,
with quoted extracts of Caradon documents
validated by Cornwall County Councillor Roger Screech.

Caradon's Chief Executive, David Newell, wrote to every councillor
"requesting" it be left to the officers,
and like sheep they all meekly agreed.

On 29 NOV 90 Caradon's Planning Committee met in secret
to discuss Tolley's lying report,
and voted unaminously to back the deceiving officers.

At no time did Breed respond to Tim Wilmot's appeals for help.

Time went by, and Breed was elected an MP,
so Tim Wilmot made an appointment to see him at one of Breed's surgeries in Liskeard,
and took two former members of his English Earth Project as witnesses.

When Tim Wilmot discussed the application,
Breed said
"You did not do what the planners wanted and submit a landfill gas survey!",
trotting out the Caradon standard defence.

Tim Wilmot then said "Hold on!",
and took him through the process little step by little step
until his face registered shock horror
as the full implications of Chief Planning Officer's actions registered,
and there are three witnesses to this.

And that is the point -
EVERY time Tim Wilmot have ever met someone face-to-face,
they quickly see that criminal offences were committed -
it is a few hours later
when they realise the full implications
that they vanish.

Breed had been a co-conspirator,
but the officers at Caradon had not told him the full truth,
but he now knew an important part of the full truth,
but made no effort to find out the rest.

Breed offered to get Caradon to reopen the case,
but we both knew that was a no-hoper.

Breed then had the audacity to write to Tim Wilmot
stating that he should forget about the matter altogether
and rebuild his life.

In other words Breed had realised
the full implications of Caradon District Council's actions:-

1. Falsification of Planning Committee Minutes

2. Reversal by deceit throuigh internal manipulation of the planning process

3. conspiracy to conceal 1 & 2

4. the uttering of perjured statements to obtain the Pengelly Injunction

5. the conspiracy with Police
to use armed officers to try and intimidate Tim Wilmot
into withdrawing his intended counterclaim.

6. the hurried withdrawal of the Pengelly Injunction
as Tim Wilmot filed his counterclaim -
they knew it was a pack of lies, and untenable -
even against a man with no lawyer,
and nothing but the truth and his wits.

7. appointment by Eric Distin, Caradon District Council Chairman,
of Vivian Carne, Solicitor of Callington,
to investigate what was going on,
leading to Carne recommeding that Tim Wilmot's planning permission be restored fully -
leading to its rejection by Caradon as an "unrealistic solution".

8. the payment of the Pengelly Pound
to avoid having to answer the five very serious charges
filed as Tim Wilmot's counterclaim to the perjured Injunction,
leading to his public return of the Pengelly Pound letter
to the Planning Committee Meeting,
at which Tim Wilmot threw it on the ground,
and trod all over it to demonstrate his utter contempt.

8. the uttering of a perjured Affidavit by Caradon
when defending Tim Wilmot's litigation in 1993
( ended by bankruptcy ).

9. the total, complete, and utter ruin of Tim Wilmot financially,
together with the destruction of my reputation.


Thats a brief list of what Breed's co-conspiracy is all about,
and all of it is fully provable.

The point is that the LIB DEMs had a major presence on the Council,
and honouring the law would very likely affect Breed's powerbase.

So Breed made a decision not to uphold the law and do his duty
on what is plainly and obviously a criminal conspiracy.

Recently Breed has consistently ignored Emails
from me asking for clarification of his position.

Not only has he done the dirty on Tim Wilmot,
he has also allowed Caradon to wreck the life
of Julie Knott, Councillor Tony Knott's widow,
and totally ignored
the Chief Planning Officer's internal manipulation of the planning process
by orchestrating the revocation of planning permission
for the part-built Knott family home,
leading to it being bulldozed to the ground,
causing Tony Knott's death just three days later.

The Knott affair cost Caradon DC £1 million.

The Chief Planning Officer's internal manipulation of the planning process
was almost identical in method on both occasions.
